Consultancy: Peace and Conflict Assessment, Syria

The Peace and Conflict Assessment Consultant at HelpAge International will support the design of a BMZ-funded programme by providing a comprehensive analysis of conflict dynamics, social cohesion factors, and peacebuilding opportunities. The consultant will lead a structured assessment process, including desk review, primary data collection, and stakeholder engagement, to ensure that programme design is conflict-sensitive, contextually relevant, and aligned with the Humanitarian-Development-Peace (HDP) Nexus approach.

The ideal candidate should possess demonstrated experience in conducting peace and conflict or similar contextual analyses in fragile and conflict-affected settings, strong research and participatory facilitation skills, and a solid understanding of humanitarian, development, and peacebuilding programming. Experience with BMZ or similar donors is an advantage.

The EOI should include:

  • A short proposal (max. 2 pages) outlining methodology and approach, including a timeline and availability
  • A financial proposal (GBP daily rate and any additional costs)
  • CV and references
  • Examples of similar past assignments

Expression of Interest (EOIs) should be submitted no later than Tuesday, 23 June 2026

IMPORTANT NOTE: HelpAge International has also advertised a consultancy for a resilience analysis and welcomes applications covering both assignments, provided they clearly demonstrate the link between the peace and conflict analysis and the resilience analysis. If the assignments are conducted separately, data collection for both studies should be coordinated.
