Consultancy: External Evaluation of HelpAge’s Humanitarian Capacity Strengthening-HCS Programme

The consultant at HelpAge International will conduct an independent evaluation to generate evidence on how the Humanitarian Capacity Strengthening (HCS) Programme has contributed to strengthening the capacity of humanitarian workers and their organisations for better age-inclusive humanitarian responses. The study will assess the quality, effectiveness, and relevance of HCS activities—including online learning, regional workshops, e-courses, and organisational support through the SHAPE framework—and how these have enhanced inclusion, advocacy, governance, financial sustainability, and service provision for older people and their communities.

The ideal consultant should possess experience in humanitarian programme evaluation, proven expertise in organisational strengthening, adult learning, and evaluation methodologies (including CHS and inclusive programming), strong familiarity with issues related to ageing and humanitarian inclusion, and previous working experience in evaluating initiatives focused on organisational strengthening.

  • Technical proposal (maximum 3 pages): Brief understanding of the assignment, relevant previous experience, proposed methodology and workplan. CVs of all involved should be annexed.
  • Financial proposal indicating required costs, all-inclusive within the stated budget.
  • Sample of a similar evaluation report.
