Consultancy: A review of community-based social protection systems and their impact on the sustainability of Older Persons Associations (OPAs) in Ethiopia, Malawi, Tanzania and Mozambique

The consultant at HelpAge International will conduct a study to generate evidence about Community-based social protection approaches may contribute to older people’s income security, wellbeing and dignity, community-based social protection approaches may improve the sustainability and impact of Older Persons Associations and community-based and formal (state-led) social protection approaches could be better integrated to achieve greater impact on older people and their community groups.

The ideal consultant should possess strong expertise in social protection systems, including community-based mechanisms, strong expertise in community-based development approaches, proven experience in research and analysis, particularly using mixed methods and participatory approaches, sound understanding of older people’s wellbeing, and community structures and advanced degree in Social Policy, Development Studies, Sociology, or a related field; OR minimum 7 years’ relevant experience in social protection, ageing, or community development.

Technical proposal (maximum 3 pages): The consultant should provide a brief understanding of the task, relevant previous experience, a proposed methodology and workplan. The CVs of all involved should be annexed to this proposal.

Financial proposal indicating required costs not more than 5,500 USD.
