Invitation to Tender - Syria Crisis: Protection risk and vulnerability mapping consultancy

International is seeking a consultant do an assessment of who are the most
vulnerable groups affected by the Syria crisis in 5 countries of the Middle
East and North Africa region, including: Syria, Lebanon, Jordan, Iraq and
Turkey.
The consultancy aims to feed into wider global
thinking on the issue of vulnerabilities and inclusion in the humanitarian
response. The consultancy will support the Global Protection Cluster's
strategy, in particular the Child Protection Working Group, by identifying and
including the particularly vulnerable groups in the country Child Protection
profiles. The consultant will
undertake a desk based analysis (no travel is anticipated) of the main
protection issues and specific vulnerabilities resulting from, or enhanced by,
the Syria crisis, in the 5 designated countries, in order to identify the most
vulnerable groups among the affected population. The consultant will then
analyse the gaps in the humanitarian protection response to include and address
the protection needs of the identified vulnerable groups.
The ideal candidate should have field experience in dealing with protection of vulnerable groups in emergencies and substantial progressively responsible experience including evaluative and analytical work on humanitarian protection with international humanitarian agencies. It is also essential to have knowledge of current evaluative and analytical literature on the humanitarian sector in general.
