HelpAge International's vision is a world where older people fulfil their potential to lead active, dignified, healthy and secure lives. We are the secretariat of the HelpAge global network, bringing together more than 114 affiliates and 200 partners working with older people in over 50 countries.

The ALERT consortium has designed technology for improving the way humanitarian agencies prepare for and respond to disasters. The ALERT software platform aims to ease the burden of emergency preparedness by providing an information management system for the entire preparedness process

Before the end of the project in March 2018, we aim to update the software system twice to incorporate changes identified throughout the feedback and learning processes as defined in the MEL Plan.

We are looking for a consultant or group of consultants to begin immediately and commit up to 35 days to produce a MEL Plan that will guide us in identifying points of improvement for the technology and support us to develop evidence in the testing phase of this innovative, multi-country preparedness project.

The ideal consultant(s) should have proven experience in designing, monitoring, evaluation and learning systems, tools and processes in an international development/humanitarian environment. It is necessary that you have a strong track record of developing & implementing strategic MEL tools and frameworks for comparable programmes. You must also demonstrate your ability to provide leadership, support and guidance on MEL across development projects, coupled with experience of designing and facilitating participatory workshop sessions. It is highly desirable that you are experienced in MEL of systems change, particularly for emergency response and/or preparedness

Interested consultants are invited to submit an expression of interest for delivery of the assignment. The short expression of interest should include:

- A short (one page) cover letter addressing the profile criteria above

- CV (maximum 3 pages) outlining your experience

- A plan outlining deadlines for key deliverables and a financial proposal (providing cost estimates for services rendered including daily consultancy fees).

- Three references
