Invitation to Tender – Development of a conceptual framework and tools for the assessment of the livelihoods of older people in low and middle-income countries

International helps older people claim their rights, challenge discrimination
and overcome poverty, so that they can
lead dignified, secure, active and healthy lives. Our work in over 75 countries
is strengthened through our global network of like-minded organisations - the
only one of its kind in the world. HelpAge International is seeking the support of a qualified consultant to produce a replicable
conceptual framework and a set of concrete tools and methodology for assessing
the livelihoods of older people through a consultative process with HelpAge
International and its network partners.
Since September 2011 HelpAge
has been implementing the BMZ (German Federal Ministry for Economic Cooperation and
Development) funded project: "Inclusive poverty reduction and social
protection: Supporting access to income and health for older people in
developing countries". This has various sectoral components including social protection,
health and food security and livelihoods. Primary research has been carried out
in India, Colombia and Mozambique to help better understand the specific
characteristics of older people's livelihoods but a replicable conceptual
framework and a set of concrete tools and methodology for assessing the
livelihoods of older people is yet to be developed. The consultant will be
responsible to lead the development of the assessment framework and the set of
tools and methodology and to produce the final outputs.
The ideal
candidate should have an advanced degree in a field relevant to the project and excellent
knowledge of current food security and livelihoods concepts, frameworks and
debates. It is also essential to have strong research and tool development
experience and strong writing skills.

that will be referred to

work plan and time frame required for completing each component of the study

for the complete service
- CV of the consultant
- Contact information for 2 professional references
- 1-2 relevant examples of previous work
