Invitation to Tender – Consultancy to assess the opportunities and potential related to government tendering

HelpAge International helps older people claim their rights, challenge discrimination and overcome poverty, so that they can lead dignified, secure, active and healthy lives. Our work in over 75 countries is strengthened through our global network of like-minded organisations - the only one of its kind in the world. HelpAge International and Sightsavers are looking for a consultant to assess the potential for government (bilateral and multilateral) tendering to be a complementary income source for meeting strategic objectives.  Findings and recommendations will inform future investment decisions.

HelpAge has responded to a limited number of calls for proposals such as work in Kenya as part of a DFID funded programme (HSNP) and in Myanmar in response to a World Bank call. Sightsavers on the other hand has recently had a success with its first tendering contract. This consultancy assignment will focus primarily on the tendering practices and opportunities via a range of potential sources for example DFID, EC, World Bank, USAID and others.  These will be agreed with the consultant prior to commencement of the assignment.

The ideal candidate should have direct knowledge and practical experience of government tendering and tendering for international development programmes. The consultant should also have expertise in strategic/NGO organisational development and of organisational cost and charging structures, particularly related to commercial activities.
