The organisation
HelpAge International's vision is a world where older people fulfil their potential to lead active, dignified, healthy and secure lives. We are the secretariat of the HelpAge global network, in over 75 countries through more than 120 organisations in the HelpAge global network, supported by more than 20 national and regional HelpAge International hubs.

HelpAge has been a leading global player on social protection for over a decade. The work of HelpAge and its network members on social protection has contributed to millions of older people across the world receiving a pension, including in countries such as Kenya, Myanmar, the Philippines and Tanzania. A particular focus of HelpAge’s work is advocating for the expansion of tax-financed social pensions that guarantee a minimum income in old age. HelpAge also has a seat at the global table, as a member of the Social Protection Inter-Agency Cooperation Board and as a core (and founding) member of the civil society Global Coalition for Social Protection Floors.

Job Profile

We are currently seeking a Global Adviser to spearhead our strategy and work on social protection and pensions – one of four core themes in our five-year strategic framework. This recruitment comes at an exciting moment when an increasing number of countries are adopting universal social pensions. This is a unique and timely opportunity to both guide the strategy of one of the leading global actors advocating for expanded social protection and engage with the technical design and implementation of social protection within specific countries at pivotal moments in the development of their social protection systems. Shaping and supporting the implementation of HelpAge’s strategy on social protection in old age is key to realising our vision that everyone should be entitled to an adequate minimum pension in old age, as part of a social protection floor. This is where you come in.

Your role

Based in London within our Global Technical Unit, you will lead and promote HelpAge’s strategy on social protection and pensions. You will provide thought leadership and technical support on social protection to HelpAge regional and country offices, network members, country governments and other partners. You will represent HelpAge in key global fora on social protection, and champion our learning and work to support older people to hold their governments to account in the design and delivery of social protection.

Your profile

You will bring a strong understanding of social protection policy and significant technical experience in social protection policy research, including at country level. You will have some knowledge and experience of capacity strengthening, training or mentoring of staff, and of working directly with national governments and civil society partners in low- or middle-income countries. You will match this with the skills and commitment to bring people and teams together to ensure quality and coherence across our social protection portfolio. But most important will be your ability to enthuse your colleagues, our partners and network members – to foster creativity and learning, and support them in harnessing our programmes, partnerships and network to deliver concrete results for older people and their communities.

Closing date:  Thursday 8 March 2018

Start date: April 2018
