The European Commission’s Humanitarian Office (ECHO) programmes take the impartiality principle into account: "The Commission allocates aid impartially, without discrimination as to race, ethnic origin, religion, sex, age, nationality or political affiliation."
In 1999, to mark the UN Year of Older Persons, ECHO and the United Nations' High Commission for Refugees (UNHCR) funded the research and publication of HelpAge International’s work entitled: Older people in disasters and humanitarian crises: Guidelines for best practice.
ECHO is currently reviewing its approach to several cross-cutting issues, including older people.
Includes disaggregation of data by age. All beneficiaries in all ECHO operations must now be specifically reported as children, women, men or the elderly. The "elderly" category is defined as those aged 50 and over.
