Pension payout day in Lamontville, South Africa.

A two-week training course on designing and implementing social transfer programmes will be held in Thailand in October 2009.

HelpAge International and the Economic Policy Research Institute (EPRI), together with the University of Maastricht, will run the course in Chiang Mai from 25 October to 7 November 2009.

The course is aimed at government officials and policy-makers, representatives of bilateral and multilateral agencies, and staff of non-governmental organisations.

Course content

The course will provide participants with an in-depth understanding of the conceptual and practical issues involved in the development of social transfer programmes. Topics include:

  • The role of cash transfers in social protection
  • Identifying appropriate social transfer instruments
  • Designing cash transfer programmes
  • Implementation, including registration, targeting, payment and information systems
  • Monitoring and evaluation
  • Case studies of successful programmes around the world.

There will also be field trips to see social security systems in action.

Fees

The fee is €2,880 for tuition and €1,730 for accommodation, meals and in-country travel, including visits to social transfer schemes. The fees do not include international travel to and from Chiang Mai.

The course is run in partnership with the Institute of Development Studies (IDS), with funding from the UK Department for International Development (DFID).
